What is a minimum order quantity, and what is it protecting?
A minimum order quantity sets a lower limit on order size to ensure that order-level costs do not exceed profits. While many companies treat it as a customer service issue, it is fundamentally a margin control measure and the only control applied before order fulfillment begins.
The importance of the minimum order quantity is rooted in basic arithmetic. Gross margin is tied to the product and increases with order size; for example, a $1,500 order at 26% yields $390, while an $85 order at the same margin yields $22.10. In contrast, the cost to serve is associated with the order itself and remains relatively constant, regardless of order size. Key activities—order entry, picking, packing, invoicing, and shipping—incur similar costs whether the order contains four items or forty.
When a fixed cost is applied to a variable margin, a break-even point emerges. Orders above this threshold are profitable; those below it are not, regardless of the invoice margin. Minimum order quantity determines this threshold and defines the treatment of sub-minimum orders.
Four terms get used interchangeably in most companies, and a minimum order quantity policy that works keeps them apart, because they control four different things.
▪Minimum order quantity (MOQ). The smallest order you will accept, set in units or in dollars. It lives in the customer master, the price list header, and the web checkout, and it decides one thing only: whether the order is allowed at all.
▪Order minimum. The smallest invoice value you will process without adding a charge. It lives on the order header in order entry, and its job is to recover order-level cost.
▪Line minimum. The smallest quantity permitted on a single line is usually the case pack. It lives in the item master and on the price list row, and it controls the pick-and-pack cost per line rather than per order.
▪Small-order fee. The charge that applies when an order lands below the minimum. It lives in order entry and appears as its own line on the invoice. It recovers costs and nudges the customer toward consolidation.
A policy that clearly defines all four terms is enforceable. In contrast, a policy stating only “our minimum is $150” invites disputes, as its purpose is unclear.
If any of these terms are undocumented, incorporate them into your pricing documentation. For example, the price list template should include minimum order quantity and freight terms as dedicated fields. Policies should be formalized, not left to individual discretion.
Minimum order quantity versus economic order quantity
These two concepts are frequently confused, even in widely referenced sources, but they apply to opposite sides of the transaction.
Economic order quantity is the buyer’s number. It answers how much to buy at a time to minimize ordering and holding costs. Minimum order quantity is the seller’s number. It answers how small an order can be before accepting it costs you money. A customer running EOQ math may well land on an order size below your MOQ, which is not a conflict to resolve on the phone. It is the reason your minimum needs a cost justification, rather than a preference.
What does it cost you to process one order?
A defensible minimum order quantity requires an accurate calculation of order processing cost. Many companies lack this analysis, resulting in arbitrary minimums.
Build it from the activities that happen once per order, regardless of size. Here is a composite mid-market distributor’s stack; its shape is more useful than the individual numbers, which you should replace with your own.
▪$9.50 in order entry, validation, and correction. Inside sales time per order, plus the rework on orders that arrive incorrectly or incompletely.
▪$14.00 in pick and pack setup. Travel to the first pick, container setup, pack station time, the quality check, and labeling. This is the largest single line, and it is almost entirely independent of the number of items in the box.
▪$3.50 in packaging and consumables. Carton, void fill, tape, label, and a share of the pallet.
▪$6.00 in invoicing, payment, and collections. Invoice generation, remittance matching, payment processing fees, and collection touches.
▪$9.00 in unrecovered outbound freight. The gap between what the carrier bills you and what the customer actually pays.

All subsequent minimum order quantity decisions depend on this cost calculation, which is why it must be established first.
Consider these guidelines when building your own calculation: use fully loaded labor costs, not just base wages; include only recurring per-order expenses, excluding fixed costs such as warehouse leases; and calculate unrecovered freight as (actual expenses minus freight revenue) divided by shipment count.
Freight costs are increasing rapidly. For example, producer prices for transportation and warehousing rose 2.3% in August 2026 and 5.4% over the past year. Using outdated cost-per-order figures will underestimate current challenges.

How do you calculate the break-even order size?
One simple division. However, it’s critical to have the correct Cost to Serve baseline and a realistic, but aggressive, gross margin rate expectation.

Break-even order value = cost to serve per order / gross margin rate
$42.00 / 0.26 = $161.54
This figure represents the minimum order quantity that can be justified mathematically. Orders below $161.54 result in a loss at the standard margin, even though the invoice and sales reports reflect a 26% margin and revenue. The order still incurs $42.00 in processing costs.
Turn it around, and the point lands harder. What margin would an $85 order need to break even?

$42.00 / $85.00 = 49.4%
A commodity MRO may not yield a 49.4% margin, but this is an example of the eye opening power of understanding your cost to serve compared to an order value. A similar issue can appear at the unit level when contribution margin is measured properly: an SKU can post a 38% gross margin and still lose $0.49 per unit once pick, pack, and freight are counted.
The unit-level version of the same calculation gives you the line minimum. Take the cost of handling one order line, divide by the gross profit one unit earns, and round up to the case pack.

Rounding up to the pack rather than to 3 units is a deliberate choice. Packs are already how the warehouse stores, counts, and ships the item, so a pack-based minimum is easy to explain to a customer and it saves the picker from breaking a case.
When the pack quantities are far above the break-even quantity, that is a signal to review the pack strategy and customer preferences. This may lead to a more detailed SKU rationalization review rather than just modify the minimum order policy.

How much should a small-order fee be?
The small-order fee is not a penalty or a source of revenue. It is designed to cover the gap between order cost and gross profit, as defined by a specific formula.

Set the fee at a round amount that customers are likely to accept without objection. For example, a $20 fee below a $150 order minimum is easily justified, as its purpose can be clearly explained.
Two refinements are recommended. First, charge a lower fee when the actual cost is lower. For example, if web orders bypass order entry and correction, the cost per order may be $28 instead of $42, justifying a $10 fee rather than $20. This adjustment reflects true cost differences and encourages the use of preferred channels.
Second, always list the fee as a separate line item on the invoice with a clear label, such as “small order handling.” Hidden fees are likely to be challenged, while visible fees are more effective in influencing customer behavior.
The legal question comes up on every one of these projects. United States sellers operate under the Robinson-Patman Act, which the Federal Trade Commission describes as addressing a seller charging competing buyers different prices for the same commodity. The FTC also names the defenses, and the first one is the one you are standing on: a price difference justified by different costs incurred by the seller in manufacture, sale, or delivery.
A fee built from a documented cost per order, disclosed in writing and applied consistently, is the textbook version of that defense. The exposure sits in the opposite behavior, where the fee is waived for whoever complains loudest and enforced on whoever does not. This is general information, not legal advice, so take your specifics to counsel.
Which lever fits which customer?
Applying a single minimum to all accounts is a common policy failure. There are four distinct levers, and they should be applied selectively based on the customer segment.
The order minimum, in dollars. This is the minimum order quantity most people mean when they use the phrase. Set it at your break-even order value, rounded down to a number a customer will repeat back without flinching, which made it $150 here rather than $161.54. It belongs on transactional B and C accounts that order on demand. It fails when you set it above break-even, where it stops reading as a floor and starts reading as a wall, costing you the volume you were making money on.
The line minimum, in units. Set it at the case pack nearest the break-even quantity for that item. It belongs on slow movers and low-value SKUs anywhere in the book. It fails when someone applies it across the entire catalog because, for A-item fast movers, it blocks orders that were already profitable.
The small-order fee. Set it at cost per order minus the gross profit the order earns, calculated by channel, which gave $20 here and $10 on the web. It belongs on accounts you want to keep but need to reprice. It fails the first time it is waived on request, because from that point, it is a rumor rather than a policy.
The freight-included threshold. Set it at your freight per shipment divided by the margin points you are willing to spend on shipping. It belongs in accounts that batch well and have somewhere to put the stock. It fails when you set it too low because it then funds free shipping for orders that were already too small.
Segment your customer base before enforcing minimums. Profit distribution is highly uneven: according to David Bauders (National Association of Wholesaler-Distributors), 20 to 30 percent of customers generate 150 to 200 percent of net profit, while the bottom 30 to 50 percent often erode 50 to 100 percent of profits.
Order size is one of the main reasons an account ends up in that bottom group, and it is the most fixable. The same pattern shows up in every customer profitability analysis we run. The flagship account, placing 520 orders a year, costs far more to serve than a smaller account placing 48 orders, and consolidating those 520 orders into 350 saves $7,140 in cost to serve without touching price.
These policy levers are managed within the ERP system and adhere to its existing rules. Quantity breaks, customer groups, and effective dates are determined by the pricing matrix. Without a defined resolution order, a newly configured minimum may be overridden by older customer-specific records.

How do you get customers to consolidate instead of paying the fee?
If small-order fee revenue increases consistently, the policy is ineffective. Customers are opting to pay the fee rather than change their ordering behavior, which benefits them but does not reduce your underlying costs.
The financial benefit lies in order consolidation, as demonstrated by the following calculations.
Three orders of $85 each earn $22.10 apiece and cost $42.00 apiece. Total: a $59.70 loss. Combine them into one $255 order, and it earns $66.30 against the same single $42.00 of cost, for a $24.30 profit. The swing is $84.00, and it happened without a price increase, a fee, or a lost customer.

There are four mechanisms to encourage consolidation, each of which is less costly than relying on small-order fees.
Scheduled delivery days are highly effective yet underutilized. Assign each customer one or two fixed delivery days per week by route. Orders placed between these days are consolidated and shipped together, providing customers with predictability while reducing order frequency.
A freight-included threshold can incentivize larger orders by converting freight costs into a benefit. Determine the margin points you are willing to allocate to shipping, then divide your average outbound freight cost by this figure.

Above $400, you absorb the freight. Below it, the customer pays the actual amount. Those two thresholds work together: $150 stops the loss, $400 buys the behavior.
Standing orders address predictable consumption patterns that often result in small orders. Establishing a quarterly agreement for frequently ordered items consolidates multiple transactions into a single event.
The web channel is suitable for accounts unwilling to consolidate or pay the fee. Transitioning these customers to self-service reduces processing costs, justifying a lower fee, such as $10 instead of $20.
How do you communicate and enforce a minimum order quantity policy?
A minimum order quantity that sales can waive on request is not a policy. It is an opening offer. Enforcement is where these programs are won or lost, and it is mostly a one-time paperwork exercise.
Provide sixty days of written notice before implementing changes. This timeframe allows buyers to adjust their ordering patterns and addresses potential fairness concerns.
Summarize the policy on a single page and include it with the price list. Clearly state the minimum fee, line minimum rule, freight threshold, effective date, and the designated approver for exceptions. Concise and specific policies are more likely to be read and enforced.
Equip the sales team with the underlying calculations rather than a scripted response. Effective conversations are brief and factual: outline the order processing cost, the earnings from a typical order, the resulting gap, and options to avoid the fee. Sales teams are more likely to support policies they understand.
Maintain thorough records of your cost-per-order calculations. This documentation supports the fee’s justification if questioned by customers or regulators. Record the date, methodology, and update the analysis annually.
Establish clear governance for waivers, as this step is often overlooked but critical to policy effectiveness. Waivers function as discounts, and informal discounting leads to inconsistency. According to our 2025 Revenue Growth Analytics Maturity Report, 61% of companies still manage discounts manually and inconsistently, and 50.7% lack a structured price waterfall.
Each waiver should include three elements: a reason code from a predefined list, a designated approver, and an expiry date. Generate a monthly report, ranked by margin impact, and share it with the sales leader.
Implementing and sustaining policy changes requires different skills, and most financial losses occur during enforcement. Companies typically realize only 43% of announced price changes, with most leakage occurring internally. Apply the same rigor as for price increases: monitor policy realization weekly for the first 90 days, as minimum-order policies erode at a similar rate.
The prize for doing the enforcement properly is measurable. Writing for the American Supply Association in June 2026, Randy MacLean compared two groups of distributors on the same problem. The five that took targeted action on money-losing picks cut losses by 29.6% and lifted profit by 53.8%. The five that did nothing watched average order value fall 13.4%, from $81.89 to $73.34, while operating profit dropped 41.9%. Same market, same year, opposite direction.
What does a worked example look like?
Composite, built from mid-market distribution engagements rather than a single client. The numbers are internally consistent, and the method is what transfers.
An industrial MRO distributor, roughly $45M in revenue, ships 60,000 orders a year at an average order value of $750 and a 26% product gross margin. No pricing analyst. Net profit sits at 3%, which is exactly where Al Bates puts the typical distributor: 25% gross margin, 22% operating expenses, 3% left at the bottom.
The cost of building came to $42.00 per order, so the break-even point is $161.54.
Under $150 sat 22,800 orders. That is 38% of all orders and $1,938,000 of revenue, or 4.3% of sales. Each averaged $85, earned $22.10, and cost $42.00. Each lost $19.90.
Annual damage: 22,800 x $19.90 = $453,720. Against a net profit of $1,350,000, the small-order tail consumed 33.6% of the company’s earnings, yet appeared on every report as revenue at a normal margin.
The policy: a $150 minimum order quantity in dollars, a $20 small-order fee below it, $10 on web orders, line minimums rounded up to the case pack, freight included above $400, scheduled delivery days by route, sixty days of notice, and waivers requiring a reason code and an expiry date.
Year one, by what customers actually did:
▪A quarter consolidated, three orders into one. 5,700 orders were reduced to 1,900, with an average of $255. A $113,430 loss turned into $46,170 of profit, a swing of $159,600, and the largest single gain in the year.
▪A quarter paid the fee. 5,700 orders, each carrying the $20 charge. A $113,430 loss turned into $570, which is break-even with the rounding. Recovery, and nothing more.
▪15% moved to the web channel. 3,420 orders at the $10 fee, against a $28 cost to serve. A $68,058 loss turned into $14,022 of profit, a swing of $82,080.
▪20% were waived by their rep. 4,560 orders, still losing $90,744. No swing at all, and the largest sum is still on the floor at the end of the year.
▪15% stopped ordering. 3,420 orders worth $290,700 of revenue, which is 0.65% of sales. A $68,058 loss turned into zero.
In total, 22,800 orders moved from a $453,720 loss to a $29,982 loss. Recovery, $423,738 in the first year of the minimum order quantity policy.

Review waiver activity before evaluating overall results. Sales waived the fee on 20% of small orders, resulting in $90,744 in lost profit—over six times the web channel’s earnings. The solution for year two is not a higher fee, but improved exception reporting.

When should you not set a minimum order quantity?
A candid assessment is necessary, as applying a minimum order quantity universally can be detrimental.
New SKUs and samples need to move without friction, so exempt them by item flag and review the exemption quarterly. Genuine emergency orders for A accounts are a service you are being paid for elsewhere, and blocking one to recover $20 is a poor trade. Contracts that specify order terms are contracts, so check the language before you announce anything.
Channels where the cost to serve is already low do not need the same floor as the ones where it is high. And no company should set a minimum before it has built the cost per order, because a number invented in a meeting is a number that gets negotiated away in one.
What mistakes wreck a minimum order policy?
Assuming a strong gross margin guarantees profit is a mistake. Order-level costs remain constant, so any order below $161.54 at a $42 cost results in a loss, regardless of the invoice margin.
Viewing the small-order fee as a source of profit is misguided. The fee only brings a losing order to break even. Order consolidation, which can yield $84 per event, is more impactful. Rising fee revenue indicates unchanged customer behavior.
Applying a single minimum across all orders is ineffective. Use the four policy levers by segment and item. An order minimum suitable for a C account may be a barrier for an A account’s urgent order.
Leaving waivers ungoverned. Reason code, named approver, expiry date, and monthly report ranked by margin given up. Without those four, the policy lasts about a quarter.
Setting the minimum order quantity once is insufficient. As costs change with wages, freight, and packaging, recalculate annually and adjust thresholds if costs shift by more than 10%.

For example, one mid-sized distributor processed 22,800 such transactions in a year, each incurring $42.00 in costs not reflected in margin reports.
Implementing a minimum order quantity is the most straightforward way to address this imbalance. It requires no new systems, additional staff, or individual price negotiations—just a single calculation based on five cost components and the discipline to enforce it.
This approach also delivers the most direct financial benefit. A small-order fee that recovers actual costs improves net price, which has the greatest impact on the P&L. Revify’s analysis of over 2,000 public companies found that a 1% increase in net price raises operating profit by a median of 6.4%. Al Bates notes that, in distribution, a 1% price increase can boost profits by 30 to 35 percent due to the low baseline profit margin.
